This handbook is the product of co-operation among the UN Inter-Agency Lessons Learned Project (LLP) on the Human Rights-Based Approach to Development, the international consultant (Professor Terrance Duffy), the Vietnam Institute for Human Rights (VIHR), UNESCO Hanoi Office, and the UNDP Asia Pacific Gender Mainstreaming Programme. It forms part of a wider action research project entitled 'Communicating Human Rights in Vietnam', the early stages of which were supported by a workshop conducted in August 2005 in association with UNESCO Hanoi Office and VIHR.
