This publication looks at how achievement of the Millennium Development Goals (MDG) might be enhanced through reliance on Economic, Social, and Cultural Rights (ESCR), and specifically through the incorporation of those rights into constitutions. It explains the framework and assumptions of human rights law and policy and the ways in which they can be used to promote the realization of economic and social rights in general, and the Millennium Development Goals in particular.
