Cap2015 PA in Bhutan:
Preparatory Assistance for the Implementation of Capacity 2015 Initiative
in Bhutan
(2003-2004)
The Bhutan PA aimed to assess and analyze the capacity development
initiatives undertaken in the country, identify needs for future capacity
building of local governments (i.e., Geog and Dzongkhag) to implement
the geog plans in environmentally sustainable manner, and develop a
project proposal for submission to Capacity 2015.
Among the accomplishments of the PA initiative were:
- Five Regional Training Workshops conducted for all Geog Yargye Tshogchung
(Block Development Committee) and Dzongkhag Yargye Tshongchung (District
Development Committee) members
- Review and assessment of capacity at the selected Dzongkhag and Geog
levels
- Stakeholders meetings to discuss the findings of the capacity assessment
- Draft project proposal on capacity development prepared after consultations
with major stakeholders
A stakeholder consultation is again planned in the last quarter of 2004
to finalize the draft capacity development proposal.
